About

The Logan Economic Alliance for Development (LEAD) is charged with a mission simply expressed in its acronym—to LEAD community and economic development initiatives to prosper a population of over 27,000 citizens in Logan County, Kentucky, and its four incorporated cities: Adairville, Auburn, Lewisburg, and Russellville.

To fulfill its mission, LEAD pursues an integrated, three-part strategy:

  1. Nurture the profitable development of Logan’s existing businesses, not only to retain but to expand their investment in the community;
  2. Enhance the community’s quality of life generally and economic environment specifically to make Logan a better place to live, work, play, and do business; and
  3. Market Logan strategically and competitively to targeted new business prospects that are both desirable and sustainable for the community’s long-term growth and prosperity.

In pursuit of this strategy, LEAD administers its public partner organization, the Logan Industrial Development Authority (IDA). The Logan IDA is a joint agency of Logan’s five local governments charged with the acquisition, financing, development, maintenance, and disposition of real estate intended for business development. This unified approach empowers Logan’s five local governments to partner beyond jurisdictional boundaries to pool their financial assets and properties for central management by an appointed, seven-member Board for the benefit of community-wide economic growth. By virtue of their appointment, the seven IDA Members serve as the public sector half of LEAD’s 14-member Board of Directors. Through a formal agreement mandated in the bylaws of each organization, LEAD not only administers the IDA’s activities but also markets IDA-owned sites and buildings for development opportunities. Through an alliance strengthened by shared membership and management, Logan IDA is responsible for the product (real estate), while LEAD is responsible for the process (marketing).

LEAD also administers the Logan County Training Consortium, an industry-driven organization which facilitates and finances collaborative workforce training programs conducted for 3 or more participating companies with common training needs to maximize efficiency of delivery and value.

LEAD further supports the Logan County Geographic Information System (GIS) Corporation, which compiled and maintains a web-enabled GIS mapping system of multi-layered, digital data pertaining to Logan County that is utilized within this website.

LEAD is organized as a private, nonstock, nonprofit corporation under the Kentucky Nonprofit Corporation Acts, codified at KRS 273.161 – 273.390, and is governed by an active board of 14 business and government leaders reflecting a balanced partnership of private and public sectors. LEAD is also designated by the U.S. Internal Revenue Service as a tax-exempt organization under §501(c)(4) of the Internal Revenue Code.
