Tom Harned

Thomas L. “Tom” Harned, CEcD FM

Executive Director

Tom is a native Kentuckian coming to Logan County after being in Virginia for forty years.  He has served as Executive Director of LEAD since 2008.  He served as the Director of the Virginia Institute for Economic Development and Industrial Development Authorities at Virginia Tech.  He  retired as Vice President of the Martinsville-Henry County Economic Development Corporation, and previously served as the Director of Economic Development for the City of Martinsville, Virginia. He has extensive private sector experience in the manufacturing, lumber and construction industry in various executive positions.


His education and professional accomplishments include International Economic Development Council Certified Economic Developer; graduate of the Virginia Institute for Economic Development at Virginia Tech; the University of Oklahoma Economic Development Institute; graduate of the University of North Carolina Economic Development Course; Duke University MBA; and Western Kentucky University Bachelor of Science. He received the James Norris Gray Award for Professional Development from the Kentucky Association for Economic Development in 2012.  He was appointed a Kentucky Colonel in 2008.


Tom has been active in economic development activities in Kentucky, Virginia, West Virginia, North Carolina and Tennessee. He has been an active member of the Kentucky Association for Economic Development, the Barren River Development District, the Martinsville Uptown Revitalization Association the  the Patrick Henry Development Council.  He has served on several committees for the Kentucky Association for Economic Development.  He served on the IEDC Board of Directors Executive Committee for several years. He also served as President of the Virginia Economic Developers Association.


His successful projects include recognition by TVA of Logan County as a Sustainable Community, recognition by Kentucky as a Work Ready Community in Progress, recruitment of Champion Pet Foods to Logan County, increased speed limits on US 68, designation of the TVA Data Center site in Adairville, KY, several manufacturing expansions, the establishment of a new business park with a shell building, a new industrial park, recruiting new employers with over two thousand jobs, developing the site for the new Virginia Museum of Natural History, a Small Business Development Center, a small business incubator, a new Department of Motor Vehicles Customer Service Center, a new Farmers’ Market, residential subdivision developments, shopping center developments and several adaptive reuse redevelopment projects.

He and his wife Judy live in Logan County.  They have two grown children and one grandson.

Tammy Costellow

Executive Assistant

Tammy is a life long resident of Logan County, moving into the LEAD Executive Assistant role in April 2018.  She has an Associates Degree in Business Management and brings with her over 25 years of local manufacturing experience.

She was employed by Carpenter Company from 1992-1995 before moving to the Customer Service Coordinator position with BTR, Inc., an aluminum die casting plant, in 1995.  The plant underwent several ownership changes and is now known as Rane Precision Die Casting, Inc.  She served in various roles throughout her 23 years of employment, including Senior Customer Service Coordinator, Production Control Manager, Administrative Assistant, and Sales Administrator before moving into the Account Manager role for the Marketing Department.

Tammy resides in Lewisburg with her husband James along with some beloved pets.  They also raise cattle on their farm in Chandlers.
